The decision by Virginia regulators to reject Dominion’s proposal to offer 100% renewable power to (large) customers was seen as a victory for clean energy advocates in the state. Virginia’s current laws allow third-party energy supply companies to offer 100% renewable energy products directly to customers only if the incumbent utility does not provide such an offering. Advocates, therefore, opposed Dominion’s new offerings on the grounds that it would eliminate third-party competition in the space. Additionally, the Virginia State Corporation Commission (SCC) determined that “there is simply too much uncertainty and subjectivity in [Dominion’s proposed 100% renewable tariffs] for the Commission to find that they will result in just and reasonable rates.”
